This research aims to provide a comparative overview of the management of Equality Package C learning for residents in Class IIA prisons and for students in the general community category, specifically discussing the aspects/stages of implementation/core of the learning. This research methodology uses a qualitative research approach with comparative methods. The results of the research show that: The process of implementing learning in the Package C equality learning group in the Class IIA correctional institution still uses conventional models with limited learning media, while the learning process in the Package C learning group where the learning population is the general public, the learning model is based on digital learning media and Study time arrangements are also flexible.
